FSA Links Dhamani Platform To Private Clinics And Hospitals Across Oman

Muscat: The Financial Services Authority (FSA) has initiated the integration of the electronic Dhamani platform with private health polyclinics and clinics throughout Oman, following the successful connection of over 30 private hospitals in various regions. This phased implementation is designed to gradually evaluate the platform's operational performance and efficiency.

The FSA is actively assessing the platform's effectiveness during this integration phase, which initially focused on private hospitals. The Dhamani platform enables seamless electronic communication among private healthcare providers, insurance companies, health insurance claims administrators, and official entities, facilitating a smooth and transparent exchange of patients' medical information and health insurance claims.

Majid Ahmed Al Abri, the FSA’s media spokesperson, confirmed that the Dhamani platform is fully operational and plays a crucial role in regulating Oman’s health insurance market. This proactive measure allows the FSA to gather insights from real user experiences and evaluate the platform’s efficiency.

To date, 33 private hospitals, along with all insurance companies and health insurance claims administrators, have registered on the platform. From October 1 to mid-December 2024, the platform processed nearly half a million transactions. Currently, the linking of health polyclinics and private clinics is in progress, with plans to gradually include all healthcare institutions and related entities.

Al Abri emphasized that this national initiative aims to tackle significant challenges within the health insurance sector, ensuring high service quality and accelerating treatment approvals by insurers.

Al Abri highlighted that the ongoing introductory and supervisory tours are a continuation of activities following the platform's launch in the last quarter of the previous year. The FSA’s change management team is currently visiting hospitals that are already integrated with Dhamani to assess the readiness of other healthcare facilities, including health centers, clinics, and external pharmacies, that are scheduled for integration. The team is also collecting public feedback to inform future enhancements and to promote awareness of the platform’s significance in optimizing Oman’s health insurance system.

The FSA has updated the legislative and technical frameworks that govern the health insurance sector, implementing new regulations to protect the rights of both individuals and businesses. This initiative strengthens the FSA’s oversight of the insurance industry, ensuring adherence to legal requirements and standards. Furthermore, the introduction of digital systems and IT solutions is designed to streamline processes related to subscriptions, claims, and compensation payments, thereby enhancing efficiency and service quality.

A significant achievement in this digital transformation is the issuance of Decision No. 83/2023, which establishes regulations for the electronic integration of the health insurance system, further solidifying Oman’s dedication to improving its health insurance infrastructure.
