951 Cases Of Irregularities And Abuse Of Power In 2023

In a strong display of dedication to transparency and accountability, the State Audit Institution (SAI) tackled 951 cases of financial and administrative irregularities, improper tender awarding, and abuse of power in 2023, as outlined in its detailed annual report presented to His Majesty Sultan Haitham bin Tarik.

Chairman Sheikh Ghuson bin Hilal Al Alawi submitted the comprehensive report for 2023 to His Majesty, underscoring the institution's unwavering commitment to transparency and accountability.

In accordance with Article 66 of the Basic Law of the State (Royal Decree No. 6/2021) and Article 29 of the State Audit Law (Royal Decree No. 111/2011), the report was also forwarded to both the Council of Ministers and the Council of Oman.

The report from the SAI shed light on its audit activities across various government units, authorities, investments, and companies, following the 2023 annual audit plan. Notably, the SAI conducted 187 audit tasks, resulting in 185 detailed audit reports.

These reports were shared with the relevant entities, which took proactive steps to implement corrective measures and adhere to the recommendations provided by the SAI.

Any irregularities with potential criminal implications were referred to the Public Prosecution department for further necessary action.

The annual report encompassed a wide array of topics within government units, including the State's final account, tax assessment and collection, financial and administrative activities, and performance evaluations of specific directorates.

Furthermore, it reviewed industries such as trade, finance, tourism, housing, employment, healthcare, and education, in addition to certain governor's offices.

The report also analyzed sectors like energy, mining, aviation, environment, electricity, water, food security, and other vital areas for government, investors, and businesses.

The results, along with observations and suggestions, were conveyed to the relevant organizations.

In 2023, the SAI handled 951 complaints and reports regarding financial and administrative misconduct, improper tender processes, and abuse of authority, which were received through various channels of communication. The institution thoroughly investigated 87% of these complaints.

The collaboration between the SAI and other state entities has significantly enhanced the dedication to protecting public funds and preserving the State’s resources, demonstrating a strong system of accountability and governance.
