Workshop Reviews Eleventh Five-Year Development Plan

Muscat: On Wednesday, the Ministry of Economy, represented by the project team preparing the Eleventh Five-Year Development Plan, held a workshop to present the plan's overall framework and proposed programs for the priority of sustainable governorate and urban development.

Dr. Said Mohammed Al Saqri, Minister of Economy, launched the workshop.

This workshop complements the participatory planning strategy used by the Eleventh Five-Year Development Plan, broadening its scope at the central and governorate levels. These strategic programs use an integrated approach to promote balanced development across all governorates, encourage decentralisation, complete the legislative framework, and expand economic and social possibilities—ensuring fair distribution of development funds and long-term growth in all regions.

During the workshop, the Eleventh Five-Year Development Plan and planned initiatives for sustainable governorate and urban development were discussed. The event also featured participatory workshops through working groups, during which participants discussed a variety of ideas and suggestions for improving development programs in accordance with the actual demands of each governorate.

According to the Minister of Economy, the workshop is consistent with national attempts to meet the goals of Oman Vision 2040, a key stage in promoting economic and social change. The goal is to use knowledge acquired from previous plans to create more coherent and effective strategic policies and programs.

The workshop included 200 national experts, including members of the central technical teams in charge of writing the plan, as well as representatives from governorates across a variety of government and commercial sector organizations.

The strategy was created using a complete, scientific, and participatory approach, drawing on international best practices and lessons learned from previous plans while aligning with Oman Vision 2040's strategic goals. The approach promotes integration across development sectors by incorporating national sectoral plans—including urban development strategies and outputs from national programs and labs—as well as diagnostic and analytical studies and reports to establish national priorities based on current realities and difficulties.

Some Royal Family members, Governors, the head of the Oman Vision 2040 Follow-up Implementation Unit, members of the Supervisory Committee for the plan's preparation, Omani experts from the core technical teams engaged in writing the strategy, and participants from all governorates attended the workshop.
