Transport Ministry Issues Regulatory Framework For Government Digital Transformation

Muscat: Eng. Said Hamoud Al Maawali, the Minister of Transport, Communications and Information Technology, has announced Ministerial Decision No. (108 /2025), which establishes the Regulatory Framework for Government Digital Transformation.

This framework is designed to govern and structure the Government Digital Transformation Programme, known as ‘Tahawul’, while also outlining the implementation controls for the government sector. It delineates specific roles and responsibilities for all stakeholders engaged in digital projects and initiatives.

The regulation aims to enhance digital governance and synchronize transformation efforts among government entities by clearly defining the roles, authorities, and responsibilities of all involved parties. It fosters improved collaboration between the Ministry of Transport, Communications and Information Technology and other governmental bodies, facilitating the execution of digital projects under a cohesive governance model.

Additionally, the regulation specifies the Ministry’s duties in managing the Government Digital Transformation Programme. These responsibilities include establishing operational pathways for the programme, identifying key initiatives, projects, and services, as well as developing and issuing relevant policies, frameworks, controls, and guidance documents. The Ministry is also responsible for ensuring compliance among relevant entities, offering support in all aspects of digital transformation, and monitoring the implementation of plans by creating necessary programmes to track progress.

The regulation outlines the responsibilities of government entities in executing digital transformation projects and initiatives. Essential requirements include the formation of a supervisory committee tasked with achieving digital transformation goals, overseeing the implementation of the IT governance policy established by the Ministry, and preparing and updating relevant plans. Entities are also required to execute approved digital initiatives, fully digitize critical services, and ensure their availability through sanctioned digital channels. Furthermore, the regulation emphasizes the need for improved integration, easier access to shared digital resources and systems, fostering community involvement in the creation of digital services and policymaking, and guaranteeing that all beneficiaries, including individuals with disabilities and the elderly, can access digital information, services, and applications.

Additionally, the regulation establishes controls for the delivery of digital government services and includes mechanisms aimed at enhancing user satisfaction.

The Regulatory Framework for Government Digital Transformation is designed to align efforts and unify the approach towards a coherent national digital transformation strategy. It is founded on a consolidated legislative framework that ensures coordination among state administrative units and encourages adherence to national policies. This framework will, in turn, bolster collaboration among stakeholders, streamline work processes through advanced digital systems, and support the objectives of Oman Vision 2040 in achieving sustainable development.
