Muscat: The Institutional Excellence Conference began on Tuesday in Muscat, emphasizing best practices for organizational performance improvement through sustainable and strategic development.
The event is being organized under the supervision of Salem Musallam Al Busaidi, Undersecretary of the Ministry of Labor for Human Resources Development. .
Dr. Mohammed Mustafa Al Najjar, Director General of Training at the Ministry of Labour, submitted a research paper titled "Ejada Matrix for Human Resources Management," describing its function in fostering qualitative change in HR management among government agencies. The framework uses the McKinsey 9Box model and novel techniques to improve human capital utilization.
He emphasised that the matrix seeks to improve institutional productivity and functional abilities by classifying personnel based on performance and potential, which is in line with the Ministry's goals under Oman Vision 2040—particularly in the governance of state administration, resources, and projects.
Mohammed Al Riyami, Omantel's Director General of Talent Development, offered a presentation on "Corporate Culture," defining it as the values, ideas, and behaviors that influence employee interactions and client engagement. He defines corporate culture as having three pillars: core values (transparency, innovation, and integrity), vision and mission (guiding cultural direction), and acceptable vs. rejected behaviors (reinforcing culture while minimizing negative impacts). Effective communication, involvement, training, and role modelling are among the implementation strategies.
Yaqoob Al Mafraji, Lead Change Management Trainer with Petroleum Development Oman's Corporate Work Culture Team, presented "Corporate Work Culture: Journey Toward a Sustainable Future," focusing on continuous improvement programs. These include competency training, problem-solving projects, and change management efforts focusing on transformation, strategic integration, and cultural assessment for sustainability.
Al Mu'tasim Al Siyabi, OQ Group's Director General of Rewards and HR Systems, delivered "Human Capital Development and Its Role in Institutional Excellence," emphasizing that people are the foundation of innovation, efficiency, and productivity. He emphasized the importance of human capital development as a critical factor in organizational innovation and competitive advantage.
The conference included a panel discussion titled "Fostering a Culture of Institutional Excellence: Challenges and Solutions," which focused on how institutions may ensure business sustainability and promote good, rewarding work environments.
