Royal Academy Of Management Launches Programme To Strengthen Planning, Economic Capabilities In Governorates

Muscat: The Royal Academy of Management, in partnership with the Ministry of Economy, has introduced the "Governorates’ Planning and Economic Capacity-Building Programme."

The inauguration ceremony took place under the auspices of Dr. Said Mohammed Al Saqri, Minister of Economy.

This initiative underscores the Academy’s dedication to strategic efforts aimed at enhancing governance, planning, and economic growth throughout Oman’s governorates.

The programme is designed to empower national leaders within the governorates with the necessary skills to foster comprehensive and sustainable development while optimizing resource utilization in accordance with each governorate’s unique competitive strengths. Additionally, it aims to facilitate the shift towards administrative and economic decentralization by bolstering the capabilities of executive department staff, ensuring their effective contribution to regional development initiatives.

Dr. Ali Qassim Al Lawati, President of the Royal Academy of Management, remarked that the launch of this programme is a continuation of the Academy’s collaborative efforts with the Ministry of Economy to strengthen leadership across various levels. He noted that it promotes integration among governorates and aids executive departments in fulfilling their developmental, economic, and social responsibilities.

He also pointed out that the programme complements the Academy’s current initiatives aimed at enhancing leadership networks at different levels within the governorates. The focus is on developing the skills of professionals in local and municipal institutions, equipping them with vital competencies in strategic planning, budgeting, performance evaluation, and the implementation of national and international best practices. This will empower them to play a more proactive role in realizing the development goals of their respective governorates.

A prominent aspect of the programme is its continuous professional support for participants even after the training concludes. This support includes customized professional consultations designed to aid in the execution of plans and initiatives within their respective governorates. The goal of these consultations is to facilitate the effective use of newly acquired skills, tackle any workplace challenges, and ensure a lasting impact.

Dr. Nasser Rashid Al Maawali, Undersecretary of the Ministry of Economy, highlighted that this programme marks a crucial advancement in promoting sustainable economic development across the governorates. By enhancing the capabilities of professionals in financial and investment planning, the programme enables them to leverage modern budgeting tools and manage development projects effectively. Additionally, it strengthens the concept of economic decentralisation by improving the capacity of governorates to create data-driven development plans, which ensures efficient resource allocation and nurtures a vibrant local investment climate. He reiterated the Ministry of Economy's commitment to supporting such initiatives to maintain alignment and coordination across various development sectors, thereby contributing to the achievement of Oman Vision 2040.

The programme is organized into five essential modules: local governance and decentralisation, economic decentralisation, development budgeting, contract management, and economic analysis and strategic planning, with an emphasis on investment promotion. The curriculum features interactive learning experiences, field visits, collaborative projects, and strategic presentations, ensuring that participants acquire practical skills pertinent to their roles.

The Royal Academy of Management employs a strategic and systematic approach to achieve its mission. It consistently introduces specialized and impactful programmes and initiatives that address diverse sectors throughout the Sultanate of Oman, ensuring that national development efforts remain dynamic, well-coordinated, and future-oriented.
