Muscat: The Regulatory Authority (TRA) has promulgated a decision to modify the executive regulation governing Postal Services.
This action is in alignment with the swift transformations occurring within the postal services sector, which have seen significant updates, including the incorporation of e-commerce technologies designed to enhance the quality of services rendered to recipients.
The proposed regulation encompasses a revised classification of licenses and the redefinition of each category, contingent upon the geographical extent of the services rendered to clients. Additionally, it adjusts the fees associated with each license category, including renewal fees.
The regulation delineates the terms, conditions, and obligations of entities seeking to acquire the necessary licenses for the provision of postal services.
Furthermore, the regulation allocates a dedicated chapter to the quality of postal services, which includes stipulations for the resolution of complaints from beneficiaries and the issuance of invoices for services rendered, in accordance with forms approved by the TRA.
Specifically, the draft regulation outlines procedures for addressing challenges and resolving disputes that may emerge between the parties involved in the provision of postal services.
The overarching goal is to establish a regulatory framework that remains adaptable to contemporary advancements, safeguards the interests of recipients, supports small and medium enterprises (SMEs), fosters local entrepreneurship, and encourages competition.
This regulation is intended to benefit both the recipients of postal services and the providers of postal services and related services.
