Muscat: His Majesty Sultan Haitham bin Tarik has enacted Royal Decree No. 29/2025, which confers Omani citizenship upon Maria Victor Anatolyevich Armantova, permitting her to maintain dual citizenship of both Oman and Russia.
This marks the inaugural instance of Omani citizenship being awarded to an individual of Russian nationality under the newly established legislation.
The citizenship grant aligns with the recent enforcement of the Omani Nationality Law, as stipulated in Royal Decree No. 17/2025, which took effect on February 2, 2025.
Under this new legal framework, dual nationality is generally prohibited unless specifically authorized by a Royal Decree, following a recommendation from the Minister of the Interior.
