Omanisation: Ministry Lists 30 New Professions To Be Reserved For Omanis

Muscat: The Ministry of Labour has issued a new directive aimed at regulating the labor market. This directive includes the prohibition of hiring expatriates in 30 newly identified professions.

In a statement, the Ministry clarified, "In alignment with the partnership forged between the Ministry of Labor and the private sector, following coordination with the pertinent authorities, the Ministry is pleased to announce a package of measures designed to regulate the labor market in a manner that fosters the inclusion of Omani citizens in professions and positions that align with their capabilities. These measures are as follows:

First: A commitment is made by all governmental administrative bodies and entities within the public sector to refrain from entering into contractual agreements with private sector entities that do not comply with the Omanization percentages mandated by the government. Furthermore, all private sector entities are required to procure an electronic certificate from the Ministry of Labor, affirming their compliance with the labor standards and requirements, including the Omanization percentages established by the government.

Second: The addition of over 30 professions to the list of those that are off-limits for non-Omanis to practice.

Third: It is mandatory for all private sector entities to allocate positions to at least one Omani employee in roles and professions deemed suitable by the Ministry, which will implement its forthcoming control mechanisms.

Fourth: Approval of a financial assistance package to bolster the Ministry's efforts in elevating the Omanization rates.

Fifth: An amendment to the work permit fee policy is being considered to ensure that private sector entities committed to Omanization are incentivized, with a two-fold increase in fees for entities failing to meet compliance.

Sixth: An intensification of follow-up and inspection campaigns is being undertaken to ensure private sector entities are in compliance with the decisions regulating the labor market.

"The Ministry of Labor will provide further details regarding the aforementioned directives prior to their enactment next September and encourages all stakeholders to cooperate in a manner that serves the public interest."
