Mumbai Airport Proposes To Collect User Development Fee From Passengers Flying Out

Mumbai: Mumbai International Airport has announced plans to implement a User Development Fee (UDF) of Rs 325 for domestic passengers and Rs 650 for international travelers. This initiative aims to support infrastructure development and technological upgrades at the airport.

In a statement released on Tuesday, Mumbai International Airport Limited (MIAL), a subsidiary of Adani Airport Holdings Limited (AAHL) and the operator of Chhatrapati Shivaji Maharaj International Airport (CSMIA), indicated that this move is part of a broader strategy to enhance passenger services.

The proposal has been submitted to the Airport Economic Regulatory Authority (AERA), according to the statement.

To balance the introduction of the UDF and lessen the financial burden on travelers, the Mumbai airport plans to reduce airline landing and parking fees by approximately 35 percent. This reduction is anticipated to have a favorable effect on airfares from Mumbai, allowing airlines to manage their expenses more effectively and keep ticket prices competitive.

Currently, the Yield Per Passenger (YPP) at Mumbai airport is Rs 285. The proposal to AERA seeks to adjust the YPP to around Rs 332, reflecting an 18 percent increase, in accordance with the Consultation Paper released by AERA on March 10, 2025.

Over the next five years, Mumbai airport intends to invest Rs 10,000 crore in developing airport infrastructure and aims to generate a total revenue of Rs 7,600 crore from an anticipated 229 million passengers. The airport remains dedicated to enhancing passenger convenience, operational efficiency, and the long-term sustainability of one of India's premier aviation hubs.

Key initiatives encompass the Domestic-to-Domestic Transfer Facility at Terminal 2, the newly constructed Taxiway Z aimed at enhancing on-time performance and promoting sustainable airport operations, the implementation of eGates to alleviate congestion at terminal entry points, complimentary inter-terminal coach transfers, and FASTag-enabled parking, along with various other enhancements focused on improving the passenger experience.
