India Initiates Anti-Dumping Probe On Some Steel Imports From China

New Delhi: The Government of India has initiated an investigation into allegations of anti-dumping practices concerning the importation of Cold Rolled Non-Oriented Electrical Steel, originating from either China or exported from it.

According to a statement issued by the Central Government, the Directorate General of Foreign Trade has reported that POSCO Maharashtra Steel Pvt. Ltd. and CSCI Steel Corporation India Pvt. Ltd. have submitted an application to the designated authority on behalf of the domestic industry.

The application alleges that the imported Cold Rolled Non-Oriented Electrical Steel is being sold at prices lower than its normal value, which is causing significant harm to the domestic industry.

Furthermore, the applicants have raised concerns about the potential for further harm to the domestic industry due to these dumped imports and have requested the imposition of an anti-dumping duty on these imports from China.

To understand this, it is important to note that anti-dumping duties are levies imposed on imported goods to offset the difference between their export price and their normal value, in cases where dumping practices are causing injury to domestic producers of competing products in the importing country.

The specific product under scrutiny is "Cold Rolled Non-Oriented Electrical Steel," which encompasses cold-rolled flat steel products of silicon-electrical steel, whether in coils or not, regardless of their width and thickness.

These products are extensively utilized in the production of iron cores for rotating machines, ranging from large-scale power generators to small-scale precision electric motors, which find applications in a wide array of sectors including home appliances, large generators, and industrial motors, among others.

The applicants have asserted that the goods alleged to be dumped in India are identical to those produced domestically, with no discernible differences in technical specifications, quality, functionality, or end-use applications. The Authority has acknowledged that the two products are, on the face of it, technically and commercially interchangeable. Therefore, for the duration of this investigation, the goods produced by the applicants in India are being considered as 'like articles' to the goods being imported from China.

The applicants are now required to submit any comments they may have on the matter within 15 days following the initiation of this investigation.
