Algiers: The Presidential Palace in Algiers hosted the signing ceremony today for a preliminary agreement, four memoranda of understanding (MoUs), two cooperation MoUs, four executive programs, and President Abdelmadjid Tebboune of the People's Democratic Republic of Algeria and His Majesty Sultan Haitham bin Tarik.
Among other things, these agreements involve the creation of a combined Oman-Algeria Investment Fund. They also included cooperation in the fields of science, technology, education, agriculture, investment, pharmaceuticals, the judiciary, law, plant protection, and animal health.
A cooperation memorandum of understanding was signed between the Oman Investment Authority (OIA) and Algeria's Ministry of Finance to create a joint investment fund worth RO 115. 4 million (USD300 million), with equal representation for both nations. This was one of the major agreements.
The fund will prioritize important industries like food security, pharmaceuticals, and mining and minerals in order to advance mutual economic advantages.
In the mining industry, Algeria's National Company for Mineral Exploration and Production and Minerals Development Oman, a subsidiary of the Oman Investment Authority, inked a memorandum of understanding (MoU) to increase bilateral collaboration in mining and associated sectors. By adhering to social and environmental sustainability norms, the agreement promotes job creation, economic diversification, and knowledge transfer.
In the energy industry, Abraj Energy Services and Algeria's state-owned Sonatrach inked essential provisions for a joint venture that was founded on a prior agreement MoU.
Earlier in 2025, the two parties also concluded two agreements to create vocational training programs in oil and gas and set the groundwork for the growth of technical and administrative skills.
Additionally, the Ministry of Health and the Ministry of Industry and Pharmaceutical Production of Algeria signed a memorandum of understanding in the pharmaceutical industry in order to promote collaboration in drug production under the relevant regulations of both countries in order to advance common interests.
This includes encouraging investment in pharmaceutical production, scientific research exchange, knowledge sharing in medication evaluation, and cooperation in pharmacovigilance.
Furthermore, the Ministry of Justice and Legal Affairs and the Algerian Ministry of Justice established a cooperative pact to enhance cooperation in judicial and legal matters. The two parties will share best practices in the study of the drafting of international agreements, as well as trade experiences, knowledge, and training programs.
The Supreme Judiciary Council and Algeria's Ministry of Justice signed a memorandum of understanding (MoU) in the judicial sector to promote judicial cooperation, which includes the exchange of court decisions, shared training programs for judges and personnel, expert visits, collaborative research in legal studies, and the organization of specialized seminars and workshops.
The signing of an MoU between the Ministry of Agriculture, Fisheries, and Water Resources and Algeria's Ministry of Agriculture, Rural Development, and Fisheries further enhanced agricultural collaboration. The treaty covers contemporary agricultural technologies, desert farming, biotechnology for plant resilience, and food safety regulations.
In order to put an existing MoU on plant protection and animal health into practice, an executive program was established that facilitates the exchange of laws, technical know-how, and training in seed production, phytosanitary measures, and quarantine procedures.
Oman Marine Science and Fisheries Center and Algeria's National Centre for Research and Development of Fisheries and Aquaculture inked an executive programme in fisheries to promote scientific and technological cooperation in marine research, aquaculture, and intelligent fishing practices.
In order to promote academic exchanges, cooperative research, and scholarships between higher education institutions in both nations, an executive program in education was also established as a result of a bilateral deal signed in 2006.
In addition, the Algerian Ministry of Labor, Employment, and Social Security and the Ministry of Labor signed an executive program to improve collaboration in labor inspection, which includes shared training activities, conflict resolution procedures, and the exchange of best practices.
Sayyid Badr bin Hamad Al Busaidi, Minister of Foreign Affairs; Abdulsalam bin Mohammed Al Murshidi, Chairman of Oman Investment Authority (OIA); Dr. Saud bin Hamod Al Habsi, Minister of Agriculture, Fisheries, and Water Resources; Dr. Hilal bin Ali Al Sabti, Minister of Health; Eng. Mattar Al Badi, CEO of Minerals Development Oman (MDO); and Saif Said Al Hamhami, CEO of Abraj Energy Services, signed the agreements on behalf of the Omani government.
Representing the Algerian government were Dr. Wassim Kouidri, Minister of Pharmaceutical Industry; Lotfi Boudjemaa, Minister of Justice and Keeper of the Seals; Abdelkrim Bouzred, Minister of Finance; Rachid Hachichi, CEO of Sonatrach; Youcef Cherfa, Minister of Agriculture, Rural Development and Fishing; Dr. Kamel Baddari, Minister of Higher Education and Scientific Research; and Faysal Bentaleb, Minister of Labour, Employment, and Social Security.
